TRANSNATIONAL SOCIAL POLICY

Questions of transnational institutions, processes and relations that are in play both across and within specific national settings have become increasingly significant for the study of social policy. Such developments offer an alternative starting point to the binary distinctions between 'local', 'national' and 'international'. They demand new understandings of nationally-based social policy, through problems of trying to assess the consequences of 'globalisation', regionalisation, Europeanization, supra-national institutions and multi-level governance for welfare states and social policies.  

We invite abstract submissions from anyone engaged in exploring the significance of transnationalism for social policy. Papers could explore this topic in empirical, theoretical and/or methodological levels. The following is a (non-exclusive) list of potential topics of interest:

- the place and power of international institutions as they relate to European welfare states;

- the characteristics and impacts of social policies of the EU towards non-EU countries and world-regions;

- the significance of international movements of people, goods, services and capital for European welfare states;

- international social policy diffusion and transfer processes among European countries or between EU and non-EU countries.

- Examinations of the transnational conditions or constitution of particular national policies or institutions are also welcome, as are papers that locate transnationalism and social policy in historical context.

Launch of the E-Library for Global Welfare

On 29th June 2005 the E-Library for Global Welfare was launched at the Social Policy Association's annual conference at the University of Bath. The E-Library for Global Welfare is a collaborative project between ICSP, Theo Papadopoulos (University of Bath) and Bob Deacon (University of Sheffield/Globalism and Social Policy Programme (GASPP). The library provides free access to resources supporting research, teaching and study in the fields of international and comparative social policy - we invite you to make active use of this important resource.

Global Social Policy: An Interdisciplinary Journal of Public Policy and Social Development

Global Social Policy aims to advance the understanding of the impact of globalisation upon social policy and social development. The journal analyses the contributions of a range of international actors to global social policy discourse and practice and encourages discussion of the implications for social welfare of the dynamics of the global economy. The journal aims to contribute to the making of global social policy and to serve the cause of social justice within and between countries

Global Social Policy publishes scholarly articles and policy-related reports that focus on aspects of social policy and social and human development (broadly defined to include health and disability, social security and social assistance, education, employment, food, crime and security, including gender and ethnic dimensions of these) in the context of globalisation. It welcomes articles from a variety of disciplines that address social issues and policies in the context of an international analytical framework.

Articles address the subject at one or more of the following levels of analysis:

•  Global intergovernmental (e.g. UN, OECD, World Bank, IMF, G7/8, WTO)

•  World regional (e.g. EU, NAFTA, ASEAN, MERCUSOR)

•  Transnational (e.g. civil society/social/labour movements, NGOs, consultancy companies and think tanks, private sector welfare providers, TNCs )

•  Comparative (including policy transfers and lessons)

•  National and local (in terms of the impact on social welfare and well-being of development assistance, international economic activity and other global processes)
